People say that with money you can do anything you like in the world. I had at that time on my person some L6,000 sterling, of which L4,000 was in actual cash. If anybody had placed before me a morsel of any food I would gladly have given the entire sum to have it. But no, indeed; no such luck! How many times during those days did I vividly dream of delightful dinner and supper parties at the Savoy, the Carlton, or the Ritz, in London, Paris, and New York! How many times did I think of the delicious meals I had had when a boy in the home of my dear father and mother! I could reconstruct in my imagination all those meals, and thought what an idiot I was to have come there out of my own free will to suffer like that. My own dreams were constantly interrupted by Benedicto and Filippe, who also had similar dreams of the wonderful meals they had had in their own houses, and the wonderful ways in which their _feijaozinho_--a term of endearment used by them for their beloved beans--had been cooked at home by their sweethearts or their temporary wives.

But while we allow with Mr. Arnold that the theory will best be learnt from the ancients, we cannot allow, as he seems to desire us to allow, that the practice of it was confined to them, or recommend as he does the disproportionate study, still less the disproportionate imitation of them. All great artists at all times have followed the same method, for greatness is impossible without it. The Italian painters are never weary of the Holy Family. The matter of Dante's poem lay before him in the creed of the whole of Europe. Shakespeare has not invented the substance of any one of his plays. And the "weighty experience" and "composure of judgment" with which the study of the ancients no doubt does furnish "those who habitually practise it," may be obtained we believe by the study of the thoughts of all great men of all ages; by the study of life in any age, so that our scope be broad enough.

 

It is not being suggested that the making of arms should cease in the world, but only that in every country it should become a State monopoly and so completely under Government control. If the State can monopolize the manufacture and sale of spirits, as Russia has done, if it can, after the manner of Great Britain, control the making and sale of such a small, elusive substance as saccharin, it is ridiculous to suppose that it cannot keep itself fully informed of the existence of such elaborated machinery as is needed to make a modern rifle barrel. And it demands a very minimum of alertness, good faith, and good intentions for the various manufacturing countries to keep each other and the world generally informed upon the question of the respective military equipments. From this state of affairs to a definition of a permissible maximum of strength on land and sea for all the high contracting powers is an altogether practicable step. Disarmament is not a dream; it is a thing more practicable than a general hygienic convention and more easily enforced than custom and excise.
